YIEF Discussed Industrial Parks in Russia

The VI Yalta International Economic Forum became a platform for discussing pressing issues of economic, industrial, cultural and social development of Bashkortostan and Crimea. The forum there arranged a meeting for NAIDA.Infrastructure, where speakers and participants discussed the development of industrial parks in Russia. Rafael Khusyainshin, Managing Director of the National Association of Investment and Development Agencies, opened the meeting.
- Today we are focusing on the development of industrial parks. There is a reason for that. Surveys of our Association, the Russian Union of Industrialists, and our entrepreneurs show that in the current realities, when the investor chooses the region of Russia to place their production in, first and foremost they look at the infrastructure and special economic zones, industrial parks. This topic was also in the focus at the routine meeting of the State Council of Russia's Commission on the Targeting of Investment. A number of motions was made and approved. In particular, for example, it was applied to reduce insurance contribution rates to 7.6% to SEZ residents. The meeting also discussed the issue of developing separate programs of preferential loans to managers of SEZs and industrial parks. The conversation touched on options for amending the rules of SEZ creation to allow an addendum for technical extension of the site, Rafael Khusyainshin noted.
Dmitriy Korolev, Deputy Director of the Department of Regional Industrial Policy of the Ministry of Industry and Trade of Russia, made a report on support measures for industrial parks in Russia. He showed the participants the statistics of support for industrial and technology parks in the country.
Natalya Shamanskaya, Deputy Director of the Department of Investment Policy and Small and Medium Entrepreneurship Development of the Ministry of Economic Development of the Russian Federation, spoke about the new concept of measures to create industrial, techno- and business parks.
One of the key speakers of the section was Dmitriy Vorona, Deputy Chairperson of the Federation Council Committee on Economic Policy.
- We should come to a model where industrial and technoparks are production facilities that engage science and research findings, because we are at the threshold of another technological revolution. We need to make our industry high-tech as soon as possible, - said Dmitriy Vorona.
Zhokhangir Abdurakhmanov, Director of the Management of Chirchik Chemical Industrial TechnoPark, highlighted international cooperation in the field of technopark development.
- The official visit of Bashkortostan delegation to Uzbekistan in April 2024 reached an agreement to establish a joint technopark with the Development Corporation of the Republic of Bashkortostan in the city of Nurafshan. The total area will be 60 ha. All domestic procedures are passed. Now together with the Development Corporation of the Republic of Bashkortostan we have developed a draft master plan of this technopark, where we expect more than 30 thousand square meters of production facilities. Together with the authorities we have started working on electricity, gas and water supply, - he said.
Maksim Pazdnikov, Development Director, Co-Chairperson of the Board of the Russian Industrial Parks Association, delivered the final report of the section. He reported about the development of industrial parks and mechanisms of their support in the current conditions.

The event is recognized by Maria Zakharova, Representative of the Ministry of Foreign Affairs of Russia, as a top-5 largest forum in Russia.
